Another reason could be that the retailer might not have listed your book in the 55% discount offer section. It is entirely the wholesaler and retailers choice to stock each book and we do not have any role in it.
As for the ISBN fee, it costs 25% on an annual basis. The ISBN billing is done every January once the book has been published. This is required as it helps the book owners have their book available and visible across different channels and mediums.
